　　黑猫（许冠杰 饰）身手敏捷，小有名气。一次，他在巴黎时忽然遭到不明身份的女杀手袭击，当他和对手一路打斗来到铁塔时，伏击在此的大钢牙和刚帽突然出击。措手不及的黑猫眼看性命不保，纵身跳下了塞纳河。                                    
                                当黑猫醒来的时候，一名自称占士邦的应该特工人员告诉他这是女皇对他的考验，现在他已通过考验，可以正式接受女皇的密令。信以为真的黑猫欣然应允，返港为女皇盗窃一枚极为贵重的宝石。当黑猫费尽九牛二虎之力完成任务后，发现事实并非如此。
